Replace a spend cap's manually-selected campaign assignments with the given campaign_ids. Assignments are time-versioned: campaigns dropped from the list have their current assignment cut off (effective_to set to effective_from) while campaigns newly added get a new assignment generated from effective_from; campaigns present in both are left unchanged.
